Wasn't the 2.22 scene where Kaworu said his "i'll bring you happiness" line done by Sadamoto?, bc i'm pretty sure that's his style. Tsurumaki's style is somewhat different
I’m not sure what you mean by “done” as there are lots of different ways one can be involved in a particular animated scene (from being the original storyboard artist who set the scene up, to being the key animator who draws the important frames of the scene that actually appear on screen, an in-between animator for the less important frames, to the script writer and directors who influence what’s actually going on in the scene etc etc).
The main animation directors of 2.0 (who set the entire overall style of the movie) are Hidenori Matsubara and Shunji Suzuki. (And you can see the HUGE change in style when Takeshi Honda took over in 3.0).
Besides being the character designer, Sadamoto was also one of the assistant animation directors, so it’s possible he was indeed involved in that particular scene. I could have sworn he was one of the key animators in 2.0 too but I can’t find him credited as that, so it looks like he was only a key animator in 1.0 (which ought to mean that someone else actually drew Kaworu in the finished frames for his big 2.0 scene, unless Sadamoto stepped in and was uncredited)
Tsurumaki is one of the movie’s directors (along with Masayuki and Hideaki Anno) and is one of its image board / storyboard artists. No clue if he was the one who storyboarded this particular scene, however. Being a director he has far more input on how a particular scene will actually play out in finished form, hence his “we decided to give Kaworu a scary face here, woo!” comment in his interviews. He’s not a key animator, so we shouldn’t be seeing any of his artwork directly on screen. (The storyboard artwork is very rough as can be seen in the storyboards I’ve been posting from Neon Genesis Evangelion)
Tsurumaki is also one of the biggest sources of inside info for 1.0 and 2.0 due to his interviews. (Anno has very few interviews and I’m blanking on the existence of any Masayuki ones. Considering Masayuki was also the director of the original NGE Episode 24 with Kaworu, I really, reaaally wish he had interviews.)
Why does "This time I'll be sure to bring you happiness" Kaworu (at the end of 2.22 I think?) feels more like a manga Kaworu than Q Kaworu? That expression and Q Kaworu always looking gentle, are they even the same person? Or is it just difference in years? (2.22 - 2009 , 3.33 - 2012)
Yoshiyuki Sadamoto is the character designer for the original Neon Genesis Evangelion anime, his own manga (obviously), and Rebuild of Evangelion, so he’s the character designer for all those Kaworu’s as well.
In the original NGE (and its spinoffs) Kaworu always has a more ominous atmosphere when he’s with SEELE, so it would be rather strange if Rebuild Kaworu was acting as fluffy with SEELE as he would be with Shinji (or when he’s watching the lilim being wiped out in front of his eyes because he showed up 30 seconds too late to avert 3rd Impact). You actually do get to see him smiling in one of the CR Pachinko scenarios when he arrives early enough to take down Zeruel himself before Shinji initiates Third Impact.

Tsurumaki: Kaworu’s line stayed the same from the very first storyboard. It was something he said while wearing his usual relaxed smile. Of course, at the last minute, just, I think, before we started postsynchronization, we began talking about whether or not it would be better if Kaworu looked scary during that scene.
Interviewer: As a result, it looks like he’s come to take his bride by force!
Tsurumaki: Right, right (laughing). [We thought it would be] more interesting if Kaworu looked like [he was thinking]: “You’ve been with a woman while I’ve been away? How dare you…!” It’s not Kaworu’s usual relaxed expression; he’s somehow become irritated, right?
